Corruption :Understanding The Action  

 The word corruption is not a stranger to us. Corruption comes from the Latincorruptio (Fockema Andreae: 1951) or Corruptus (Webster's Student Dictionary:1960). Furthermore, from the Latin it down into European languages such asEnglish: Corruption, Corrupt then in Dutch is corruptie. Then the meaning ofcorruption that has been accepted in the Indonesian vocabularydisimpulkanoleh Poerwadarminta in General Indonesian Dictionary: Corruptionis bad deeds such as understanding embezzlement, acceptance of bribe and so on (Poerwadarminta: 1976).

 While the definition of corruption according to LawNo. 31 Year 1999 jo Law No.20 of 2001 on the Eradication of Corruption is an act of any person either public or private sector unlawful acts enrich themselvesor any other person or corporation that may harm the country's finances. Meaning harifiah is decay, evil, depravity, to no honesty, can be in bribe, notimmoral, deviation from the perspective sucian.Menurut to the law, the definitionof corruption described in Article 13 (Act 31 of 1999 jo. Act No. 20 of 2001 )
Formulate 30 form / type of corruption, which grouped SBB:
 1.State financial loss
 2.bribery
 3.Embezzlement in office
 4.extortion
 5.skulduggery
 6.Conflict of interest in the procurement
 7.dividend

Corruption is widespread in almost all walks of life and seems to have become a culture of Indonesian society it is not surprising that countries often face significant financial losses. For example, in 2006, the country suffered losses due to corruption, especially in the state-owned sector so as to achieve a fairly staggering figure of Rp 161 trillion.

This figure is accelerating fast enough because earlier in 2005 of Rp 125 trillion (data ICW 2006). As a result of the crime of corruption is also put Indonesia in position 134 of 163 countries (which are sorted from the cleanest country to corrupt country) and TI Indonesia Perception Index 2.4. The number of cases also occurred, particularly in the West, Jakarta, South Sumatra and Bangka Belitung which reached 14-17 cases per year.

The amount of state money flowing in the pockets of the people are not responsible necessarily lead to some impacts by Karni Soejono namely: a. Disruption of public order. b. High costs and difficult economic efficiency. c. The emergence of a variety of social problems in the community. d. Most of the people suffering in the economic sector, administra politics, and law, which in turn lead to an attitude of frustration, distrust, apathytowards government berdmpak counterproductive to the development. Then there are several strategies according to the Hong Kong ICACher to approach the three pillars, namely:
 a. Strategipreventif Efforts to prevent corruption through improved systems and procedures to buildan organizational culture that emphasizes principles of fairness, transparency, accountability and responsibility are able to encourage each individual to reportall forms of corruption
 b. Investigative strategies Efforts to combat corruption through the detection, investigation andenforcement of the law against the perpetrators of corruption.
 c. Educational strategies Efforts to combat corruption by encouraging people to take part in the fight against corruption in accordance with the capacity and authority of each of thecommunities need to be instilled the values of honesty (integrity) as well ashatred against corruption through moral messages.

 Role of Students The three pillars of the strategy described above is essentially requiresstrenuous efforts of the government in combating corruption is also veryimportant to involve the participation of the community / student. Previous explanation has been presented that the importance of the role of society in combating corruption.
Communities that will be discussed in this article are the intellectual community or intellectuals, especially students. Why should a student? Because students are the most idealistic elements of society and has a very high spirit in fighting for something.

During this time the student is deemed can be quite significant in influencing change in policy or governance structures. On the other hand students can also affect other segments of society to demand their rights that have been overlooked by the government.The role of students can be seen in the history of the rise of the nation's independence struggle against the Dutch colonial Indonesia which was pioneered by the medical students Stovia. Indonesia's first president,

Sukarno the Proclaimer of Independence inn understanding the action, heis a figure of the movement among the students. In addition, other events, namely in 1996, when the Sukarno government suffered a political situation that is not conducive to heat and then the students appear to give encouragement to the implementation Tritura which eventually gave birth to the new order. Finally, when the new order, the students also became a pioneer in the changes that subsequently gave birth to reform.

 That student struggle in the fight for ideals, namely to obtain ideals in creating justice and prosperity in society. Then of course, the students are required weeks to completely consistent or uphold their idelisme. It is no doubtthat today many students who had run away with his ideals for a culture of consumption and hedonism. It tersebuut it makes them think and act moreapathetic to the phenomena that surround them and the tendency to think ofthemselves. Though the struggle of students do not stop there other thingswaiting to diperjuangankan by them, namely in the fight and eradicatecorruption. Forms - forms of society participation in the eradication ofcorruption, according to Law No. 31, 1999, among others,are as follows :

 1. Rights for, obtain, and provide information regarding alleged corruption

 2.Right to obtain service in finding, obtaining, and provide information regardingalleged corruption has to law enforcement

3. The right to provide suggestions and opinions are responsible for law enforcement to handle corruption cases

4. The right to obtain answers to questions about the report that is provided tolaw enforcement no later than 30 days

5. The right to obtain legal protection Government awards to communities Efforts Students In fact the phenomenon of corruption is always not stop eating away our country, corruption is a crime that is not only cost the state but also the community. That is justice and the welfare of society has begun to be threatened.

Then it is time students aware and act. The efforts that can be done by students is: a. Create an environment free of corruption on campus. This is especially starting from the consciousness of each student that is instilled to themselves that they should not commit acts of corruption even if it's just a simple action, such as late coming to campus, absent entrust it to a friend if it does not make or give a bribe to the board scholarships and various other measures.

Indeed it seem trivial but fatal impact on the mindset and will become even more severe habit . In addition to awareness of each student so they also have to pay attention to the internal policy of the campus in order to be criticized so it does not give an opportunity to those who wish to gain through corruption. For example, when a new admissions regarding the estimated cost of the campus to prospective students, it is necessary for students to question and demand a clear transparency and guarantees and other things. So here is a student position as a controller of the university's internal policies.

 With the awareness and commitment of myself and as the controller kebijakaninternal campus it can reduce the number of perpetrators of corruption. Other efforts to create an environment free of corruption on campus is that students can make cooperative or canteen honest. This action is expected to be more aware of the exact significance of the risk of corruption in kampus.Mahasiswa environment can also take the initiative to form intra-campus organization or community that the principle of efforts to eradicate corruption. Organization or the community is expected to be a forum discussions or seminars on the dangers of corruption. In addition, the organization or community was able to be a controller of the internal policies campus.

As an illustration, SACW newly formed cabinet KM (sort BEM) and 2006/2007 ITB has made embryo movement. Scattered throughout the territory of Indonesia, members of UIN Padang SACW already started developing wings.Similarly, those who are in Sulawesi Unhalu rector's been an investigation of those who did in fact caught in a corruption case.

 b. Provide education to the public about the dangers of corruption.
 The student efforts such as providing counseling to the public about thedangers of corruption as the will threaten and harm the lives of the people themselves. And appealed to the public to participate in the follow-up (active role) in combating corruption is happening in their neighborhood. In addition,the public demanded more critical of government policy is less relevant. Then the public aware that corruption must be fought and destroyed by deployingmassive force, meaning not only the government melainakan whole society.

 c. Being a controller of government policies. Students other than as a change agent also acts as a control agent in the government. The government's policy is very necessary to be controlled andcriticized if it is felt that the policy does not have a positive impact on the justiceand welfare of the community and worsen the condition of the community. For example, by doing a demo to pressure the government or be polled to obtainthe best outcome of negotiations.

 d. Has the responsibility to conduct political participation and social controlassociated with the public interest.

e. Not to be apathetic and indifferent. f. Social control in any government policy from the village to the central /national. g. Broaden the broadest understanding of the organization of Peme-reign of the state and its legal aspects. h. Being able to position itself as the subject of development and actively participate in any decision-making for the benefit of the wider community. 

CLOSING

a. Conclusion From the theory that we have presented, it can be concluded as follows: Corruption is an act that should be eradicated as soon as threatening justice and social welfare. So it needs the participation of all levels of society. Students are one of the people who have a significant influence on government policy  and moving walks of life to another. So it can more effectively combat corruption. Efforts done by the students is to create an environment free of corruption on campus, provide education to the public about the dangers of corruption and become a controller of government policies. Then students must be committed in their efforts to combat corruption in order to walk as much as possible. However, eradication of corruption do not  "road with no end", but "the way it should be closer to the end goal". Efforts to address corruption can be seen from the structure or social system, in terms of jurisdiction, nor in terms of ethics or morals of man.
